xlsgen 3.5 build #54 : Local TEXT function

Build 3.5.0.54 of xlsgen supports a local implementation of the TEXT() function in the calculation engine which indeed takes into account the user's regional settings for date/time passing.

In particular, the TEXT() function makes it possible to convert, if you are using a German settings, a date using the following date format "tt-mm-jjjjj" instead of "dd-mm-yyyy" which is the ISO 8601 form of the date format.

The TEXT() function supports the 6 country settings available in formulas in xlsgen which are : English-US, French, German, Spanish, Italian, Portuguese.
